As you have likely heard, the Office of Management and Budget (OMB) published a draft rule on Regulation for Federal Financial Assistance, which would have significant impacts on grants and cooperative agreements funded by the federal government. OMB provided 45 days for review and comment, with comments due July 13th.
Organizations from any sector are invited to join and sign onto this letter requesting an extension. If your organization would like to sign, please complete the sign-on form. The deadline for signatories is 6pm ET on June 11, 2026.

Background: The breadth of OMB's proposed rule is substantial, extending across the full spectrum of federal grant-making activities. If finalized, the rule would, for example, significantly expand the factors that could lead to grant terminations; establish political appointees as the final decisionmaker on every grant and cooperative agreement; put in place a host of new administrative requirements for grantmaking agencies and recipients; and codify limits on racial, ethnic, and gender-related research.
The 45 days provided for review is insufficient. Research!America along with the American Association for the Advancement of Science (AAAS), Association of Science and Technology Centers (ASTC), Federation of American Scientists (FAS), and the Institute for Progress (IFP) are initial signers on a joint letter requesting that OMB provide 45 additional days to review the proposed rule and provide comment.
